The main series is a shounen Sunday manga that is ongoing, started in 2004, it stars a female protagonist who is a esper.

The spin off anime series protagonist are espers, the guy in the picture is the main protagonist, back durring world war II he was part of the special espers unit in the millitary.

He is now over 80 years old, who looks like a teen ager still
