I'm new to the site and i have some questions about uploading files

Hello, I've got some content i would like to upload to the site, and well i've got some questions. any help would be great. (if this is already a thread i'm sorry i looked and i couldn't find it.)  Herea are my questions

1. I would like to upload several files to the site. Do i need any kind of privalge to do so?

2. Do i have to upload the files to mega upload?

3. if not is it ok to link the site WWW.Archive.org? ( i tend to upload files on that site)

4. Is it illegal to upload full Broadcasts of programming blocks? for example full Toonami Broadcasts?
