You had the sense that he was there the whole time, and nobody dared challenged him before because he was just that badass. He had dozens of planets under his control and an elite fighting squad to send out to take out the more troublesome problems. Oh, and let's not forget he tried to blow up a freaking planet just to suffocate one man. Awesome.The Joker as well for obvious reasons. I shall not state them.Personally I kind of liked Char Aznable as well.I agree 100% with the bolded part. The Frieza saga brought chills into my spine. He's suitably creepy and downright awful at times, but somehow still kind of awesome on top of all that. But Sephiroth is so calm, cool, collected. The way he tears through everything with an almost pleasant (but clearly sadistic) smile on his face is spine-tingling. And his voice is made of pure WIN.
