Okay Kakashi seemed pretty badass at the start of Naruto, but now he just seems to have a very VERY low supply of chakra and runs out quite often in his fights.

One of the new Jonin's is Neji, but we haven't seen a whole lot of his ability in Shippuuden at all. However he was always one of the best ninja's of his class.
