I would have to go with Mighty Guy and here's why, people say Kakashi is stronger but I look at it from this point of view. Mighty Guy has more chakra and more speed. Sure Kakashi can copy move but if your body can't physically mimic the speed your not going to be able to defend yourself. (Think about when Susake fought Rock Lee)Kakashi might be as fast as Guy but I haven't seen it. Kakashi have the Mangekyo Sharingan but if he misses (Which he does) it's game over. He can't move. Once Guy opens up those gates....it's game over. Not saying Kakashi can't open his own gates. It would be a good fight and I would love to see it. I believe Kakashi was chosen over Guy to be hokage because...Guy is pretty dumb sometimes. Kakashi has more brain smarts.

Well since Neji and Anko did not make the list Asuma it is he just seems cooler plus the fact that he is son of the 3rd Hokage means he must be talented.
