I'm basing this off how much he's done in comparison to sanji. Plus he doesnt have an apparent or obvious weakness (if he has one) compared to sanji. He has a higher bounty, and he always fights tougher opponents than Sanji.e.g. Zoro took out No 1 in crocodile's organisation while Sanji took out No 2.
