First: Gil is the currency here to add things to your name and colour at the shop: http://forums.kametsu.com/vbshop.php

There is no download limit to how much you can download, although you have to wait about half an hour from you fifth nonspam post to access the download section.

With a ban it depends on what it is to how long you get. When you are banned you get a message on your screen telling you why you are banned and for how long it lasts (any where from a day to a permanent ban).
