Converting mpg videos to mp4 or avi?

What is the best FREE converter out there, and how should I go about converting the files?

Note: I want to convert the mpg files from this torrent: http://www.demonoid.com/files/details/1699589/40142601/, to avi or mp4.

As posted before. I recommend AutoMen from Doom 9 forums for h264 (mp4 container) and xvid (avi container) encoding. You can usually get away with 800-1100 bitrate for 480p encodes. Experiment a little with the settings.
