Villains are always more powerful than the hero in the beginning, and usually have more consistent overwhelming abilities throughout... yet they almost always lose. That's where the drama comes from. Watching an underdog triumph over unbeatable odds. By the same token, characters like Hulk and Superman can be powerful enough to destroy whole galaxies in one issue and then have their asses handed to them by Batman and Captain America next month, because they're in the awkward position of needing to be both stupid powerful and relateable. Hulk is also almost always more powerful when he's portrayed as an obstacle for the heroes to get through (so in simple terms, this would make him the villain of that story) than when he's portrayed as a hero. The inconsistency in a character's abilities makes these sorts of match-ups difficult to even think about, let alone reach a conclusive answer about.
