It's a tie between King Bradley (FMAB), Roy Mustang, and Ling Yao/Greed. But my vote would have to go with Bradley for his sheer battle prowess and relentlessness.

Fuhrer King Bradley; smooth, utterly ruthless and a total badass. I love that bit in the second or maybe third opening when he's fighting ling and his two ninjas:D

I would say Olivia Armstrongm, if only for being the only true woman badass I've seen. That, and her harsh outlook is something I can respect, and makes her seem more like someone from this world then a fictional one. And... anyone who can fight Sloth and live to tell about it earns major respect in my book (not to mention beating the guy that out-punched Sloth).
