I know that they have both been canceled, but there have been canceled shows that did get revived, like Family Guy for instance.

Why could the same situation not happen with "Human Target" or "The Good Guys"?

Over 98% of shows that get canceled do not get picked back up. Look at Legend of the Seeker for instance. Millions of fans literally petitioned it's cancellation and they even raised several hundred thousand dollars to help support the series and get it back and even then it wasn't renewed. Neither of the shows you are questioning about have even close to the same sort of support or following thus leaving them with pretty much no chance at all for a revival. Shows are usually canceled for a reason; a lack of viewers. Unless something changes to support otherwise.. they'd have no reason to bother renewing something they deemed unfit to renew the first time around.
