See they don't want to be out extra money if it fails to do well and they realize the majority of anime fans are subtitled watchers. The problem is, this business model alienates dub-watchers and those type of fans won't buy a subtitled-only release. So while they're holding off buying, these fans aren't purchasing it, so the show fails to sell despite people actually being interested in it.
