Which do you use GIMP or Photoshop?

I'm currently using GIMP, but I definitely agree with what Koby said. I feel that it's holding me back as an artist. I'm not saying that it's bad... It's just a bit limited on features and hasn't reached its full potential yet.

I've been thinking about switching over to Photoshop, but I can't be bothered with learning a whole new program at the moment.

Can Gimp even splice images for layout making? I've never tried it because of limited features and I've always just had Photoshop since like 2003 or something.

It's possible to splice images with Gimp. It has similar features as Photoshop just not quite as many.

I'd say it's a good program for beginners to start off with since it's free, but beyond that It would be best to use Photoshop.
