The world Goverment,the hidden evil?

WARNING SPOILER ALERT I have seen the episodes all the way up to 483. If no one has seen or read beyond this point I do not want to spoil it for you. You have been warned.

After skypia Oda really starts sending messeges about the world gov within the show. From when the the first mention of the legacy of D to when Kuma sent the crew flying and Nico Robin was sent to.........How should I say it slave town. (I forgot the name of the town on the bridge.) Were the world Gov was forcing people to build an impossibly long bridge.

So far I was getting the impression that the navy wasn't the bad guys and that it was the world gov that was doing the evil. With there fear of the legacy of D and by now the show was so close to reveling the truth about several times.

So far it seems things will be coming up soon. So before it does I wanted to know what other fans thought. Out of all the bad guys in the show could there be one to manipulate the masses.

(I know the mangas further on then the series so if any one knows the answer to my second question then tell me please I don't mind the spoiler.)

If you mean the Gorosei then yes I think there is something fishy about them and I'm thinking that Dragon has something to do with it, but no I don't think they control the 'bad guys' only the world government.

The Gorosei's main objective is to keep the 3 great powers in balance so im thinking that after what happens with whitebeard and blackbeard im thinking they are going to do something about him...I guess we will just have to wait and see.

This raises questions like was cp9 really evil or just doing there job in a bad way. Among other things. How ever it does seems to me that the world gov really is into controlling things. Its even stated that they enslave the groups that didn't initially join them when the world was unified. The slave workers were explained this way. This is also impounded in with the war against white beard and other pirates. The one group that they couldn't control was the pirate element.

Imo CP9 was not evil they just followed orders right ? well yes it was stated that they control over 100 countries (they practically rule the world) so yes i guess they are 'controlling' things but I don't see them as evil or anything though.

I think its the way Oda does things. He uses vary vague foreshadowing. It could probably go both ways. Or one way at first then another. Its this kind of writing I really appreciate from the show.

The only cp9 member that really came across as evil was Spandam (even then he's only the director).

I think the world government are the ones to really watch out for; them and blackbeard. They don't want people to learn the truth about either the void century or the kingdom which existed then so inconvenient history? Something they fear? What I want to know is what the will of the D has to do with those two things. Have a few theories.
