It's like Mr./Ms./Mrs., you can use it with anyone.

Chan doesn't mean anything. Chan is an honorific that you use when you want to imply an endearing relationship between the party you're referring to and yourself.

Kun is usually used on young males as lemming said. Kun can also be used as an endearing term, but it doesn't carry the same weight as chan.

Before you ask more:

Sama is the extremely respectful version of san.

Senpai is used by students to refer to more senior students.

Sensei is used by students to refer to teachers.

Dono is another respectful version of san, but it's not quite as respectful as sama. Kinda equates to like "my lord" or "my lady".

Sometimes people make up honorifics. For instance, in Angel Beats Yuri is referred to as Yuri-ppe mostly. Another example from the same anime is when Yui refers to herself as Yui-nyan. Ppe and nyan aren't normal honorifics, but rather work like pet names. If not used to refer to the speaker, the use of a made up honorific like that usually implies a close relationship (not quite close enough to say the name with no honorific, but close enough to make up a pet name for the person).
