The reason for this is both Madara and Sasuke went almost completely blind shortly after they had activated their Mangekyou sharingan, but Itachi had his for like 8 years and only went blind just before his death. That speaks a lot for itself. If Madara and now Sasuke didn't have their EMS than Itachi would have been the strongest Uchiha, simply because he would have had the Mangekyou sharingan the longest. And don't forget that Sasuke with his Mangekyou sharingan was nothing compared to Itachi. Only now would he surpass him, because he has his eyes and his powers.
