Sounds like a virus. If the program pops up again simply open up windows task manager find the message running in the application window, right click on it, hit got to process and end the process. You can use this method to stop most viruses that are program driven and have to be run. You should also get a good antivirus program such as AVG and especially if the problem persists.

it not a virus XP total Security 2011 is a antivirus & anti spyware but i do have AVG it won't let me use it

I just googled XP Total Security 2011 and the entire first page is nothing but links on how to remove it or info on it being a fake antivirus. Are you sure this is a real antivirus? Where did you find and install it from?

Edit: I found a page on Bleepingcomputer.com that refers to this program. It also has a screenshot of what the program looks like and some instruction on how to remove it. I don't know much about Bleeping Computer or the RKill program but it seems to have been developed by Bleeping Computer to stop the processes of viruses/malware to make it easier to remove them.

I would try booting into safe mode and running a virus scan, Malwarebytes, and maybe CCleaner to see if that can fix it.
