Dae314
I have no idea what your level of competency is with computers so forgive me if I'm attacking this at a level that's too basic for your expertise. On your computer there are many different processes running. These processes don't always have open windows that you can see, but they can still be accessing files. You'll commonly have problems manipulating files after you've had a program close incorrectly since sometimes the process will continue unabated despite the main program shutting down unexpectedly. Depending on what you're trying to move it's possible that you can figure out what process is using the file and kill it manually via the task manager. You could also be running into trouble because you're trying to move system files that are in use. Killing system processes is generally not advised unless you know what you're doing. dante15324
Another thing is that sometimes is the default error message for when you may not have the permissions. Certain folders have specific permissions attached to them and if you don't have them, it won't let you move them.
