Possibly one of the best Elders scrolls Oblivion mods ever made?

So Russia, whose modders are known for doing amazing stuff with oblivion seems to have produced a mod that looks like it may very well give Skyrim competition(it was even mentioned on Bethesda's blog) that's how epic this appears to be.

This looks amazing. I have a few concerns though;

-Will it be translated 100% into English? I hope so.

-Is this a total conversion or something separate? I hope separate.

-Will this be availible on TESNEXUS for free? I hope so.

Still, it looks like it will be a damn good adventure.

I've been hearing from various places that an English release is intended, I have a feeling it will be separate and the info did say non-commercial so it should be free, I doubt it'll be released on nexus though.
